U.S. 87 A.F.T.R.. 2d 2001-2552 (8th Cir. 2001) (tenure buyouts not payment of wages subject to withholding taxes); H.B. & R., Inc. v. U.S., 86 A.F.T.R.. 2d 2000-6426 (8th Cir. 2000) (air transportation of employees was a necessary business expense not subject to withholding taxes.)
